Freeres is a great place to go if you need to find free design tools (not as great as this blog though). The site is just a big page full of links that are organized according to what free service the link offers. You can find free fonts, vectors, tools for web design, sound files, templates, brushes, textures and stock photos among other things. I haven't had time to check out all the links because there are so many of them but it looks promising. If your just starting a project and you need resources I would go here first.
