This site offers a number of free photoshop brushes. A lot of the brushes are more like stamps than actual brushes but if you search the site you can find some pretty cool decorative stuff. Like a lot of free sites, the quality of each download varies greatly, so it is up to you to use your design sense to pick the best brushes. There is a lot of variety between the brush choices and I think some of them could be put to good use in a design.
